Andújar, a town in Jaén province, was solidly Republican territory throughout the Civil War, and like hundreds of Spanish municipalities it resorted to locally printed emergency paper when the legitimate coin supply collapsed under wartime hoarding and metal requisitioning. These municipal "billetes de necesidad" were authorized under a 1936 Republican government decree that gave local authorities explicit permission to issue small-denomination scrip — the alternative was economic paralysis at the market level.
The Gari Mon catalogue remains the standard reference for this material, though attribution and survival rates for Andújar issues are poorly documented. Small-town Jaén scrip was rarely preserved with any care.
