Alcoy — the industrial city in Alicante province known for its textile mills and paper factories — was one of dozens of Spanish municipalities that issued emergency fractional currency during the Civil War after Republican authorities struggled to maintain small-denomination coinage in circulation. The Consell Municipal de la Vila d'Alcoi printed its own series in 1937 precisely because the Republic's centralized monetary system had effectively collapsed at the local level.
The Gari Mon#91-B designation distinguishes this from other Alcoy peseta variants — a distinction that matters, as survivorship rates differ across the series.
