Alcañiz, a town in Aragón, fell within the Republican zone during the early phase of the Civil War, and like hundreds of Spanish municipalities it resorted to locally-authorized paper to address the chronic small-change shortage that gripped the Republic from 1936 onward. The Consejo Municipal issues were sanctioned under emergency decree, not printed on the spot — routing a village note through the Fábrica Nacional de Moneda y Timbre in Madrid was standard Republican procedure, lending at least nominal official quality to what were effectively scrip instruments.
