The Consejo Municipal de Albacete issued emergency fractional currency during the Spanish Civil War, and this 2003 piece is a commemorative reproduction of one of those wartime notes — not a circulating instrument. The Fábrica Nacional de Moneda y Timbre, Spain's state printing house, produced it, lending the replica an official character that municipally-printed originals from the 1936–1939 period obviously lacked.
The original Albacete issues were necessitated by a severe shortage of small coinage, a problem that afflicted Republican-held territory broadly as silver was hoarded and the monetary system fractured along front lines.
