Chinese county-level commodity ration stamps occupy a category that most Western collectors still undervalue. This 1979 cooking oil coupon from Ebian County — a small Yi Autonomous County in the mountains of southern Sichuan — was issued under the centrally mandated rationing system that had controlled edible oil distribution since the 1950s. The Grain and Food Bureau (粮食局) administered allocation at the county level, printing or commissioning these stamps locally, which is why the paper quality and official chop impressions vary so dramatically from one county to the next.
Ebian's geographic isolation meant supplies moved slowly through the distribution chain. A single-person allocation stamp from this county in any condition is harder to find than equivalent issues from Leshan or Chengdu prefectural centers.
