The Isle of Man's decision to strike penny denominations in sterling silver was a deliberate collector play by the Manx government, which had developed an unusually aggressive commemorative and proof coinage program through the Pobjoy Mint beginning in the late 1970s. Issuing a face-value coin in a metal worth exponentially more than its denomination was commercially transparent but numismatically effective — the series sold well internationally.
