Guernsey switched from copper-plated zinc to copper-plated steel for this denomination sometime in the early 1990s, the magnetic core being the only reliable way to distinguish the two without laboratory analysis. The changeover was driven by production economics rather than any monetary policy decision. KM#40a exists precisely because catalogers needed a way to separate the two physically identical types.
