Obverse description The obverse displays the ornate imperial cypher of Tsar Alexander II at center, comprising an interlaced cursive 'A' surmounted by the Roman numeral 'II', the whole crowned by an Imperial Russian crown with cross finial. Elaborate scrollwork and foliate flourishes flank the monogram on either side, filling the field in a decorative Rococo-influenced style. The border is dentilated on later issues (KM#1.2) or composed of raised dots on earlier issues (KM#1.1).

Reverse description The reverse presents the denomination and date in three lines across the plain field: the numeral '1' at the top, 'PENNI' in bold serifed lettering at center, and the four-digit date below.
