Montenegro struck its first indigenous coinage in 1906 under Prince Nikola I, who had governed the tiny Adriatic principality for over four decades as a vassal state nominally under Ottoman suzerainty. The 1 para was the smallest denomination in that inaugural series, produced at the Vienna Mint, which handled Montenegro's coinage throughout the pre-WWI period. Nikola would declare himself king just three years later in 1910, making 1906 issues the last struck under his princely title.
