Struck as part of the FAO's long-running program encouraging member nations to mint coins promoting food security and agricultural development, this issue dates to a period when Tonga's economy remained heavily dependent on remittances and subsistence farming. The FAO coin program, active from the late 1960s onward, produced hundreds of types across dozens of issuing states — quality and mintage varied enormously, and many were produced primarily for collector sale rather than any genuine monetary purpose.
Taufa'ahau Tupou IV reigned from 1965 until his death in 2006, presiding over cautious modernization while maintaining the monarchy's tight grip on land and political power.
