Issued as part of Tonga's ongoing commemorative program under King Taufa'ahau Tupou IV, who reigned from 1965 until his death in 2006 and maintained an unusually active policy of producing collector coinage — at times controversially so, with critics arguing the program prioritized foreign numismatic revenue over domestic monetary function. By 1991, Tonga had been issuing silver and gold commemoratives for over two decades, making the kingdom a well-known name in the world coin market well out of proportion to its size.
