Obverse description Central device depicts a full-length figure of Liberty in high relief, striding forward while holding a flaming torch aloft in her right hand and an olive branch in her left, inspired by the Saint-Gaudens double eagle design. Radiating sun rays fill the lower field, the Capitol building appears in the lower left background, and the legend LIBERTY arcs across the upper border flanked by a ring of small five-pointed stars. A mint mark 'C' appears near the lower right rim.
