Israel's National Water Carrier, completed in 1964, was the engineering project that made large-scale agriculture in the Negev viable — pumping water from the Sea of Galilee south across 130 kilometers of pipe, tunnel, and open canal. The commemorative series marking Israeli independence milestones has used the Carrier's 50th anniversary here, though the project itself was politically charged from the start: Arab League states viewed its construction as a trigger for regional water conflict, a tension that contributed directly to the 1964 founding of the PLO.

KM#522 was struck at the Israel Government Coins and Medals Corporation facility in Jerusalem.
