Obverse description At center, the denomination '1 NEW SHEQEL' is displayed in the field, flanked to the right by the State Emblem of Israel — a menorah surmounted by an olive branch on each side. The circular legend around the border inscribes the word 'ISRAEL' in Hebrew (ישראל), Arabic (إسرائيل), and Latin script, accompanied by the secular year '1991' and the Hebrew calendar year 'התשנ"א'. The denomination is also rendered in Hebrew script 'שקל חדש' within the field. The design is clean and typographic in style, consistent with Israeli commemorative coinage of the period.
