Estonia's first independent currency issues came under extraordinary pressure. The Treasury notes of 1919 were produced while fighting was still active on multiple fronts — against both Bolshevik forces from the east and the Landeswehr in the west. The monetary system was being assembled in the middle of a war of independence, which left little room for elaborate production standards.
The P#43 series is among the earliest paper instruments issued under Estonian sovereign authority, predating the establishment of Eesti Pank in 1919 by only months. Kassatäht — literally "treasury note" — was the designated instrument class, distinct from bank-issued currency. Circulation was heavy and survival rates for lower denominations are poor.
