Azerbaijan's third manat series — the currency itself relaunched in 2006 after the 2005 redenomination wiped out the first post-Soviet issues — has undergone quiet incremental updates rather than full redesigns. P#38 belongs to the low-denomination tier that saw revised security specifications in the early 2020s, largely in response to improved counterfeiting capability in the region. The security thread specification on this denomination is notably modest compared to higher values in the same series.

At 120 × 70 mm, this is among the smaller notes in the current Azerbaijani series — the 100 Manat runs considerably larger, a deliberate scaling choice introduced with the 2006 relaunch.
