The Banka Slovenije 1 Lipa was issued in 1989 as part of Slovenia's preparatory steps toward monetary independence, before the formal declaration of sovereignty in 1991. The lipa denominations were transitional instruments — issued under Yugoslav federal structures while Slovenian authorities were already planning a separate currency system. By the time the tolar was officially introduced in October 1991, most lipa notes had seen negligible circulation and were withdrawn almost immediately.
Printed in Ljubljana rather than at the Yugoslav federal printing works in Belgrade, a deliberate logistical choice that carried obvious political weight at the time.
