Albania's 1992 note issues came in the immediate aftermath of the country's catastrophic transition from one of Europe's most isolated command economies — the lek had been inconvertible and internally managed for decades under Hoxha. The "valutë" designation distinguishes this from the older lek forca series, a distinction that mattered enormously to Albanians navigating a dual-currency environment in the early reform years.
The watermark is the sole security feature on a denomination this low, which reflects the practical reality that counterfeiting a 1 lek note offered almost no incentive.
