Valmiera is one of Latvia's oldest cities, founded as a Livonian Order stronghold in the 13th century on the banks of the Gauja River. This issue belongs to the series of regional commemoratives that Latvijas Banka produced through the early 2000s, each honoring a distinct Latvian city — a program that ran alongside the country's active push toward EU accession, which was finalized in 2004.
Mintage for these city issues was tightly capped, and most entered collections directly rather than circulation.
