Latvia's 1 lats coin series, which ran from the late 1990s through euro adoption in 2014, became a deliberate cultural project — each year's design tied to a Latvian seasonal tradition or folk motif. The snowman issue was part of that annual rotation and circulated as a genuine holiday-season release rather than a collector-only piece, meaning worn examples are common. Bank of Latvia managed the series partly as soft-power branding ahead of EU accession, though the coins remained legal tender throughout.
