Kleinmünchen was an Austro-Hungarian prisoner-of-war camp established near Linz in Upper Austria, holding primarily Russian and Serbian captives during the First World War. Camp scrip of this type was issued to allow controlled internal transactions — prisoners could receive wages for labor and spend them only within the camp economy, preventing the accumulation of hard currency that might fund escape attempts.

Campbell 1401 is among the scarcer documented Austrian PoW issues. Camp-issued paper from this period survives erratically; most was redeemed or simply discarded at war's end, and institutional destruction of records compounded the losses.
