Częstochowa's municipal emergency issues of 1916 belong to the broader phenomenon of Polish town authorities printing their own small-denomination currency during the German and Austro-Hungarian occupation of the First World War. With Russian imperial coinage hoarded or evacuated eastward and no reliable substitute supplied by the occupying administration, hundreds of Polish municipalities resorted to paper fractions — locally authorized, locally printed, and trusted only as far as the issuing town's name carried weight.
At under 60mm in its longest dimension, this note was printed and redeemed entirely within Częstochowa's own economy. Few survived intact; small fractional notes of this type were physically fragile and discarded the moment more durable currency became available after 1918.
