China's urban grain rationing system, in place since the mid-1950s, was formally abolished nationally in 1993, but individual cities wound it down on their own schedules. These Wuhan municipal coupons were issued by the city's Grain Bureau in the final years of that system — by this point a bureaucratic remnant more than an economic necessity, as market reforms had already made grain increasingly available outside the ration network. Local bureaus continued issuing because the administrative infrastructure existed and the political decision to end rationing hadn't yet been made.

The official seal is the only security feature, which says everything about how these coupons functioned: redemption depended on institutional control, not forgery resistance.
