Ukraine's silver bullion hryvnia program sits outside the country's commemorative series — these are investment-grade issues intended to track spot silver, not collector premiums. The National Bank of Ukraine expanded the program significantly after 2014, when capital flight and currency instability made hard-asset alternatives increasingly attractive to domestic buyers.
