Issued as part of the United Nations Food and Agriculture Organization coin program, which ran from the late 1960s through the 1990s and prompted dozens of countries to mint agricultural-themed pieces as a form of soft diplomacy and rural development messaging. Paraguay's participation was modest. The FAO program ultimately produced more collector novelties than policy impact, and most issues saw limited circulation.
