Peter Frederick Louis governed Oldenburg as regent and then ruler for over six decades — an extraordinary tenure that spanned the Napoleonic occupation, the dissolution of the duchy by French annexation in 1810, and its restoration in 1813. This 1817 issue came just four years after Oldenburg was reconstituted as a grand duchy under the Congress of Vienna's reorganization of German territories, making it part of the first wave of coinage reasserting sovereign authority after the French interregnum.
The billon content reflects the fiscal strain common to restored German states still rebuilding treasuries after years of Napoleonic extraction.
