The Banque de la République d'Haïti introduced brass-plated steel coinage in the 1990s partly as a cost-cutting measure during a period of severe economic contraction following the 1991 coup against Aristide and the international embargo that preceded his 1994 restoration. Steel-core planchets were considerably cheaper to source than solid brass, a practical necessity for a central bank operating under chronic foreign reserve constraints.
The long production window — over two decades from a single KM number — reflects minimal updating rather than stability. Haiti's coinage infrastructure has historically relied on foreign mints, with pieces struck at various facilities depending on available contracts.
