Municipal emergency scrip from Vlorë — a port city that had declared itself the seat of Albanian independence in 1912 and remained politically volatile through the early 1920s. By 1924, the central government in Tirana was barely functional, and several municipalities issued their own fractional notes to cover the chronic shortage of small change that plagued the country throughout this period.
Printed locally by Shtyp in Vlorë rather than sourced from a European security printer, the production quality reflects the constraints of a provincial press. This is a genuinely rare survival — locally printed Albanian municipal scrip from the 1920s was ephemeral by design, and very little made it out of circulation intact.
