L'Isle-Adam is a small Seine-et-Oise commune north of Paris, and like hundreds of French municipalities it resorted to printing its own emergency fractional currency after World War I disrupted the metal supply and the Banque de France's small-denomination coinage dried up almost entirely. These billets de nécessité were technically illegal under French monetary law but were tacitly tolerated until the coinage shortage eased in the early 1920s.
Printed locally by Imprimerie Clément rather than a specialist security printer, the watermark is the only concession to anti-counterfeiting — modest protection for a note whose face value made forgery barely worth the effort.
