Louis II assumed the Monegasque throne in 1922 after the death of Albert I, and the 1924 coinage was among his first issued as reigning prince. Monaco struck these through the Paris Mint, as it had done for generations under the terms of a monetary convention with France — an arrangement that effectively pegged Monegasque coinage to the French franc system and limited the principality's independent monetary decisions to matters of design and metal selection.

The copper-aluminium alloy was a post-WWI practical compromise, widely adopted across Europe as silver remained expensive and politically fraught to allocate to fractional coinage.
