The Chambres de Commerce de la Marne was one of dozens of French regional chambers that stepped into the currency vacuum left by the First World War, when small-denomination coinage had been hoarded almost entirely out of circulation. By 1920, the acute shortage had eased nationally, but many chambers continued issuing well past the armistice — administrative inertia, residual local demand, and the sheer cost of retiring existing stock all played a role.

Debar & Cie printed from their Reims premises — a city still operating under significant postwar reconstruction pressure, having been heavily shelled throughout the war.
