The Chambre de Commerce du Gers issued emergency fractional notes during the First World War to address the acute shortage of small change — hoarding of coins had stripped everyday commerce of the centimes and low-denomination francs needed for routine transactions. Chambers of commerce across France were formally authorized to fill this gap, and the Gers chamber turned to the local printer Th. Bouquet & Cie in Auch rather than one of the major Parisian houses. That decision was practical, not unusual for a department this size.
