The Chambres de Commerce emergency fractional notes of the First World War were a direct response to the near-total disappearance of small coinage from circulation — hoarded by a public that no longer trusted the financial system to hold together. Deux-Sèvres, a rural department in west-central France, issued these notes through its local Chamber of Commerce under the legal framework established by a government decree of August 1914, which temporarily authorized non-banking bodies to issue low-denomination paper to fill the void left by vanished bronze and silver.

Imprimerie Richard, a Paris printer with a substantial portfolio of these wartime emergency issues, handled production. The JP#93-8/9 reference distinguishes between at least two signature combinations for this type — Chériau as treasurer and Marot as president representing one documented pairing.
