French chambers of commerce were authorized to issue emergency small-denomination notes during World War One to address a near-total disappearance of coin from circulation — hoarding had stripped the retail economy of anything metallic by 1915. The Chambre de Commerce de Vienne, serving the Isère department south of Lyon, turned to B. Arnaud in nearby Villeurbanne, a regional printer with no particular specialization in fiduciary work. The watermark is the only security concession; the notes were never intended to circulate far or long.
