French chambres de commerce were authorized to issue emergency small-denomination notes during the First World War to address the near-total disappearance of coins from circulation — hoarding and metal requisitions had stripped the country of fractional currency by 1915. Toulon's chamber, serving the Var department and a major naval base, had particular need for reliable low-value instruments. B. Arnaud of Villeurbanne, a Lyon-area printer with a long run in commercial and municipal printing, handled the series across multiple date variants, which accounts for the unusually large JP reference spread here.
