Rochefort's Chamber of Commerce began issuing small-denomination notes during World War One as small change evaporated from circulation across France — hoarded, melted, or simply worn out of existence. By 1920, many provincial chambers were winding down their emergency issues, but some, including Rochefort, continued printing to meet persistent demand. Keller Frères in Angoulême handled a substantial volume of this regional emergency paper, and their work for the Charente-Inférieure and surrounding departments is well documented in the JP census.
JP#107-19/20 indicates this falls within the later serially numbered issues for this chamber.
