During World War One, the near-total withdrawal of metal coinage from circulation forced hundreds of French chambers of commerce to issue their own fractional paper money — the so-called monnaie de nécessité. Perpignan's chamber was among them, producing this 1 Franc note locally through Morer-Bénézet rather than relying on one of the larger Parisian printing houses that handled many provincial issues.
The dry stamp was the chamber's primary anti-counterfeiting measure, applied individually to each note — a labor-intensive authentication method that reflects how improvised the entire emergency system was.
