Lorient's chamber of commerce began issuing these emergency fractional notes in 1915 when the wartime coin shortage stripped small-denomination metal from circulation across France almost overnight. The Chambers of Commerce system — centrally tolerated if not formally authorized — became the de facto solution for hundreds of French municipalities, and Oberthur in Rennes handled an enormous share of that printing work, giving notes from otherwise unrelated towns a recognizable family resemblance in paper and typography.
The JP reference spans at least twelve catalogue numbers, reflecting the multiple date varieties issued across six years — a run that extended well past the Armistice as coins remained stubbornly scarce into the early 1920s.
