French chambers of commerce stepped into the currency vacuum left by the 1914 hoarding crisis, when the public stripped coins from circulation within weeks of mobilization. The Vendée chamber was among dozens of provincial bodies authorized under emergency measures to issue fractional notes that the Banque de France simply could not supply fast enough. This particular series ran across multiple JP reference numbers, reflecting reissues and typographical variants over the better part of a decade — an unusually long run for emergency paper that was notionally temporary from the start.
Beuchet & Vanden Brugge at the Imprimerie Moderne de Nantes printed much of the regional emergency paper for western France during this period.
