French wartime necessity issue, produced when the near-total disappearance of metal coinage from circulation forced dozens of provincial chambers of commerce to fill the void with locally authorized paper. The Chambre de Commerce covering Chalon-sur-Saône, Autun, and Louhans — an unusually broad tri-city mandate — contracted Imprimerie B. Arnaud of Lyon, who both designed and printed the series, an arrangement that kept production costs down but gave the notes a distinctly regional character.
The JP#42 reference covers at least four catalogue varieties across this denomination, differentiated by date or serial range. Worth noting: the watermark security was modest by any standard, reflecting wartime paper supply constraints rather than deliberate economy.
