French chambers of commerce became emergency issuers during and after the First World War, filling a void left by the hoarding of metallic coin. The Carcassonne chamber's small-denomination notes remained in local circulation well into the early 1920s as the coin shortage persisted long after the Armistice — this 1922 date reflects that extended need rather than any new monetary crisis.
L. Cassan Ainé was a regional Toulouse printer, not a specialist security firm, which is worth bearing in mind when evaluating the watermark as the sole security feature.
