The Chambres de Commerce emergency issues of the First World War filled a genuine vacuum — the hoarding of metal coinage left France functionally without small change by 1915, and local commercial bodies stepped in as de facto monetary authorities. Caen's chamber issued across multiple emissions, this third being among the later wartime printings.
Printed locally by Les papeteries de Normandie, this is a rare instance where the commercial printer and the issuing city are one and the same — Normandy paper for a Norman chamber.
