Bolbec, a textile town in the Seine-Maritime, was one of dozens of French provincial chambers of commerce that filled the small-denomination void left when the Banque de France withdrew low-value coinage and notes during and after the First World War. The Caen printer Les Papeteries de Normandie — a paper mill operation rather than a dedicated security printer — handled several regional emergency issues of this kind, which accounts for the relatively modest production quality compared to Chambre issues printed by larger specialist firms.

The watermark is the primary security measure, embedded at the paper stage rather than added in press, consistent with a mill-based producer supplying its own substrate.
