The Chambers of Commerce emergency issues that proliferated across France after 1914 were authorized stopgaps for a coin-starved economy, and the Besançon chamber was among the more active regional issuers. This 1 Franc piece belongs to a series that ran well into the early 1920s, long after the acute wartime shortage had eased — the coins simply hadn't come back in sufficient volume to retire the paper.
J. Arnaud's Lyon workshop handled a significant share of the provincial chamber notes from this period. The watermark security was modest by any measure, reflecting the notes' intended short life.
