The Chambre de Commerce de Belfort was one of hundreds of French regional chambers authorized to issue emergency small-denomination notes during the First World War, when coin hoarding stripped everyday commerce of its fractional currency almost overnight. Belfort's position as a fortified enclave — geographically separated from the rest of Territoire de Belfort by the Vosges front — gave its local scrip particular practical importance.
B. Arnaud of Villeurbanne handled a significant volume of wartime chambre de commerce printing across eastern France. The watermark security feature on a note of this size and denomination is worth noting; many provincial issues at 1 franc dispensed with it entirely.
