Annonay, in the Ardèche, has a reasonable claim to being the birthplace of the French paper industry — the Montgolfier family ran their mill there before turning to balloons. The Chambre de Commerce d'Annonay issued this franc during the acute coin shortage that followed mobilization in August 1914, when hoarding stripped small denominations from circulation almost overnight. Hundreds of French chambers of commerce did the same thing that autumn, but Annonay was among the earliest to act.
The watermark is the one security measure that separates these from outright amateur production — many provincial emergency issues of 1914 had none at all.
