During the First World War, the withdrawal of metallic coinage from circulation created an acute shortage of small change across France. Local chambers of commerce were authorized to fill the gap by issuing their own emergency fractional notes — a necessity, not a monetary ambition. Agen's chamber was among hundreds that did so, producing notes that functioned as genuine local currency within a restricted geographic radius.
The JP reference covering four variant numbers (03, 04, 09, 10) suggests at least four distinct types or dates within this single denomination series — not unusual for a chamber that kept reissuing as earlier stocks were absorbed into daily trade.
