Obverse description The national arms of Djibouti displayed at centre, comprising two hands grasping a spear and two daggers before a traditional round shield, surmounted by a five-pointed star above an olive branch on each side. The arms are encircled by a wreath of laurel branches tied at the base. The legend REPUBLIQUE DE DJIBOUTI runs along the upper periphery in Latin characters, with the date 1999 appearing at the bottom of the field flanked by two raised dots.

Djibouti gained independence from France in 1977, but continued using the Djibouti franc pegged to the US dollar — a monetary arrangement inherited from the colonial-era Territoire français des Afars et des Issas. This 1999 issue marks the twentieth anniversary of the Banque Nationale de Djibouti, which was itself established in 1979, two years after independence, replacing the earlier Institut d'Emission. At 33 grams, it is a substantial commemorative piece by any standard, deliberately overweight relative to circulating franc coinage to signal its non-circulation purpose.
