Dulcigno (modern Ulcinj, Montenegro) fell under Serbian control when Stefan Uroš IV Dušan aggressively expanded southward through the Adriatic coastal cities during the 1330s and 1340s. The city retained its own municipal coinage under occupation — a concession that kept local commerce functional without disrupting Dušan's broader imperial ambitions. The follaro denomination itself was a holdover from earlier Venetian-influenced monetary practice along the Dalmatian coast.

Dobrinić's classification 2.1.2.2 places this among the more specifically attributed issues of what is a genuinely scarce civic series.
