Issued under the FAO coin program, which recruited central banks worldwide to mint agricultural-themed coinage as a form of development messaging during the 1970s. Yemen's participation came during the Yemen Arab Republic period, before unification with the People's Democratic Republic of Yemen in 1990.

The aluminium composition was a deliberate FAO program choice for low-denomination issues in developing nations — lightweight, cheap to strike, and resistant to the hoarding that plagued silver and bronze coinage in inflationary economies.
